A HRM Manager needs to apply both the terms Job description and job specification in running an organization.

Job Description describes the ins and outs of a job. in broader way it seeks the characteristics of a job. 

on the other hand Job specification seeks the qualities of an employee that a job needs to be done effectively. 

for example, processing salary on time is a job description and having good command on Microsoft excel for processing the salary payment is job specification.
