Free speech refers to the right of expressing opinion without being restrained by any particular law made by the government or Law enforcement agencies.

Example: Freedom of speech includes the right. 

Hate speech is any form of expression by which speakers intentionally   humiliate against a group or a class of persons.

Example : A direct attack on people based on what we call protected characteristics.

Offensive speech can be defined as giving rise or likely to give rise to controversy or public disagreement.

Example  : Any controversial issue.
