About gender and governance :

The governance of gender is related to the way in which the values that permeate governan reflect traditional gender regimes. On the other hand, gender governance  concerns governance in policy areas that, in the first instance, directly deal with women's issues.

Gender is an important consideration in development. It is a way of looking at how social norms and power structures impact on the lives and opportunities available to different groups of men and women. Globally, more women than men live in poverty.

Gender Equality depends on democratic, and gender-sensitive governance since typically women, who are or feel marginalized from the public sphere and administration do not feel empowered to take action or participate in governance. More importantly, they do not take steps to make changes to ensure that governance is gender-sensitive. As a result, laws, policies and government institutions do not reflect the needs of all citizens, nor may they be conducive to encouraging progress, and protecting women’s rights.
