Judicial review of administration is, in a sense, the heart of administrative law. It is certainly the most appropriate method of inquiring into the legal competence of a public authority. The aspect of an official decision or an administrative act that may be scrutinized by the judicial process is the competence of the public authority. The important aspect of the study of administrative law is the judicial control of administrative action.
