Free speech:  Free speech is also called  freedom of speech. That means there is no fear of anything. There is no fear of telling or discussing or giving any speech. We can freely give speech. But it should be based on three factors:

1. Knowledge

2. Experience 

3. Output.

Hate speech:  Hate speech is defined as speech which creates problem or create argument. Which can harm our nation and lead to battle. Any kind of speech that makes violence in the society.  

Offensive speech:  Offensive speech is the speech which leads to argument, anger and debate. People give their opinion based on their judgement.
