I can identify at least one reason why a civil engineer would need have basic electrical knowledge and identify electrical symbols and that is when they select structural framing that need to be solid he makes sure that the electrical devices and components are not installed in a manner that will compromise the integrity of the structural members, systems or subsystems. Also that the structural framing has adequate backing for mounting such electrical components.
